Councilor-at-Large Winthrop is a lifelong Newporter who previously served on the City Council as 4th Ward Councilor from 1990 thru 1993 and 1995.

He attended Newport's De La Salle Academy and went on to graduate from Rhode Island College and studied at the Sloan School of Executive Management at the Massachusetts Institute of Technology.

Prior to his retirement in 2007, Councilor Winthrop worked as a senior executive at the Electric Boat Division of General Dynamics. He is currently a consultant for the Defense Industry.
